India

India had notified the "Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012" herein called the "Order" to the WTO with Notification G/TBT/N/IND/44 dated 19 October 2012. The Order prescribes safety standards for the notified products when sold in the domestic market. 

The date of entry of force of this Order for manufacturing units subject to specific conditions has now been further extended for three months by the Department of Electronics and Information Technology (DEITY) with its notification No 37(1)/2013-IPHW dated 30 September 2013.

As on 3 October, 2013, the number of Bureau of Indian Standards (BIS) recognised laboratories for conducting tests on specified electronic and IT products under the aforesaid Order is 11.

India had notified the "Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012” herein called the “Order” to the WTO vide Notification G/TBT/N/IND/44 dated 19 October 2012. The Order prescribes safety standards for the notified products when sold in the domestic market. ;

The date of entry of force of this Order has now been extended by the Department of Electronics and Information Technology (DEITY) vide its notification No 8(14)/2006-IPHW Vol IV dated 20th March, 2013. The new date of entry into force of the Order is 3rd July, 2013. ;

All products manufactured/ imported before the date of coming into force of this Order i.e. 3rd July, 2013 shall not be covered by the provisions of this Order. ;

Subject to some specific conditions, manufacturing units are provided an additional period of three months i.e. up to 3rd October, 2013 for the entry into force of this Order. ;

India had notified the "Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012" herein called the "Order" to the WTO with Notification G/TBT/N/IND/44 dated 19 October 2012. The Order prescribes safety standards for the notified products when sold in the domestic market. 

As indicated in Addendum 1 to the original notification, the date of entry into force of the Order is 3 July 2013 with manufacturing units subject to specified conditions provided an additional period of three months i.e. up to 3 October 2013 for the entry into force of this Order.

This is to inform Members that India has published and made the following amendments/circulars/notifications to its “Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order 2012”:

i)               “Electronics and Information Technology Goods (Requirements for Compulsory Registration) Amendment Order, 2013 dated 25.6.2013

ii)             “Extension in date of coming into effect of the “Electronics and IT Goods (Requirement of Compulsory Registration) Order, 2012” for Goods under testing with BIS Recognized Labs” dated 2.7.2013

This is inform Members that with communication dated 17 December 2015 of the Department of Electronics and Information Technology (copy enclosed), an amendments has been carried out in the aforesaid Order concerning new manufacturing location for manufacturers that are already registered under the Compulsory Registration Scheme.

India had notified the “Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012" to the WTO in document G/TBT/N/IND/44.


In continuation of the said WTO notification, India would like to inform the members that it has carried out amendments to the aforesaid Order vide its Gazette notification S.O. No. 2742(E) dated 23.08.2017 (copy attached), thereby adding 13 electronic products in the existing list.

India had notified the "Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012" to the WTO in document G/TBT/N/IND/44.


In continuation of the said WTO notification, India would like to inform the Members that it has carried out amendments to the aforesaid Order via its Gazette notification S.O. No. 1236 (E) dated 01.04.2020 (copy attached), thereby adding 12 electronic products in the existing list.

Further the Standalone LED Modules for General Lighting” against SI No. 45 of column (2) has been substituted by “Independent LED Modules for General Lighting”. Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012 has been notified by the Department of Electronics.


India had notified the "Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012" to the WTO in document G/TBT/N/IND/44.


In continuation of the said WTO notification, India would like to inform the members that it has carried out amendments to the aforesaid Order vide its Gazette notification S.O. No. 3429 (E) dated 01.10.2020 (copy attached), thereby adding 07 electronic products in the existing list.

Le Décret de 2012 sur les produits électroniques et des technologies de l'information (Exigences en matière d'enregistrement obligatoire) a été notifié par le Département de l'électronique.
L'Inde a notifié à l'OMC le Décret de 2012 sur les produits électroniques et des technologies de l'information (Exigences en matière d'enregistrement obligatoire) au moyen du document G/TBT/N/IND/44.
Pour faire suite à cette notification, l'Inde informe les Membres de l'OMC que des modifications ont été apportées à ce décret par le biais de la publication dans son Journal officiel de l'avis S.O. n° 3429 (E) daté du 1er octobre 2020 (une copie est jointe), qui ajoute 7 produits électroniques à la liste existante.

Como continuación de dicha notificación a la OMC, la India desea informar a los Miembros de que ha introducido modificaciones en la mencionada Orden a través de la Notificación en la Gaceta Oficial S.O. Nº 3429 (E), de fecha 1 de octubre de 2020 (se adjunta una copia), por la que se añaden 7 productos electrónicos a la lista.

Capacity of recognized labs; scope and product coverage (unclear as to products already on market); recognition of accredited foreign conformity assessment bodies; compulsory registration system; mandatory frequency of testing and in-country testing requirements; registration procedures for manufacturers before the effective date; transition period; lead-time of testing; conformity marking requirements; conflicting labelling requirements; cumbersome complexity of addenda; excessively burdensome; administrative delays linked to registration; test reports subject to unnecessary expiration date.

4. Description of concern

All the notified products when sold in the domestic market shall comply with the safety standard specified in the Schedule to the Order.
