SUMMARY: DOE published a direct final rule to establish amended energy conservation standards for residential clothes dryers and room air conditioners in the Federal Register on 21 April 2011. DOE has determined that the adverse comments received in response to the direct final rule do not provide a reasonable basis for withdrawing the direct final rule. Therefore, DOE provides this document confirming adoption of the energy conservation standards established in the direct final rule and announcing the effective date of those standards. DOE also published a proposed rule to amend the compliance dates set forth in the direct final rule on 9 May 2011. Elsewhere in today's Federal Register, DOE publishes a final rule which adopts the compliance dates set forth in its proposed rule published on 9 May 2011. ;

DATES: The direct final rule published on 21 April 2011 (76 FR 22454) was effective on 19 August 2011. Pursuant to the document published elsewhere in today's Federal Register, compliance with the standards in the direct final rule will be required on 1 June 2014 for room air conditioners and on 1 January 2015 for clothes dryers. ;

6. Description of content

The Department of Energy (DOE or Department) is initiating the rulemaking and data collection process that could result in the establishment of amended energy conservation standards for residential clothes dryers and room air conditioners. Accordingly, the Department will hold an informal public meeting to discuss and receive comments on issues it will address in this rulemaking proceeding. The Department also encourages written comments on these subjects.

SUMMARY: On 9 December 2008, the U.S. Department of Energy (DOE) published a notice of proposed rulemaking (NOPR) in which it proposed amendments to its test procedures for residential clothes dryers and room air conditioners to provide for measurement of standby mode and off mode power use by these products in order to implement recent amendments under the Energy Independence and Security Act of 2007 (EISA 2007) to the Energy Policy and Conservation Act (EPCA). In response to comments on the NOPR, DOE conducted additional investigations to address certain issues raised in these comments. In today's supplemental notice of proposed rulemaking (SNOPR), DOE is continuing to propose amendments to incorporate into its test procedures relevant provisions from the International Electrotechnical Commission (IEC) Standard 62301, “Household electrical appliances--Measurement of standby power,” First Edition 2005-06, including language to clarify application of these provisions for measuring standby mode and off mode power consumption in clothes dryers and room air conditioners. In addition, DOE is proposing to adopt definitions of modes based on the relevant provisions from IEC Standard 62301 Second Edition Committee Draft for Vote. DOE is also proposing to amend its test procedures for clothes dryers and room air conditioners to address active mode energy use. Specifically, today's proposal addresses testing methods for clothes dryer automatic cycle termination, vent-less clothes dryers, test cloth preconditioning for clothes dryer energy tests, test conditions for gas clothes dryers, and current clothes dryer usage patterns and capabilities as well as the references in the current room air conditioner and clothes dryer test procedure. DOE will hold a public meeting to discuss and receive comments on the issues presented in this notice. ;

DATES: DOE will hold a public meeting on Wednesday, 14 July 2010 from 9 a.m. to 4 p.m., in Washington, DC. DOE must receive requests to speak at the public meeting before 4 p.m., Wednesday, 7 July 2010. DOE must receive a signed original and an electronic copy of statements to be given at the public meeting before 4 p.m., Wednesday, 7 July 2010. OE will accept comments, data, and information regarding the SNOPR before and after the public meeting, but no later than 30 August 2010. SUMMARY: In a direct final rule published on 21 April 2011, the U.S. Department of Energy (DOE) adopted amended energy conservation standards for residential clothes dryers and room air conditioners. As required by the Energy Policy and Conservation Act (EPCA), DOE also published simultaneously a notice of proposed rulemaking (NOPR) that proposed identical energy efficiency standards. The standards set forth in the direct final rule and NOPR were identical to the standards provided in the consensus agreement that served as the basis for those rulemaking actions. The consensus agreement also provided specific compliance dates for both products. In the direct final rule and NOPR, however, DOE provided for a compliance date 3 years after the date of publication in the Federal Register, or 21 April 2014. As such, the compliance date of the direct final rule and NOPR did not correspond with the consensus agreement. DOE now amends the compliance dates set forth in the direct final rule and corresponding NOPR to be consistent with the compliance dates set out in the consensus agreement. Elsewhere in today's Federal Register, DOE also published a document confirming adoption of the standards set forth in the direct final rule and confirming the effective date of the direct final rule. ;

SUMMARY: The Energy Policy and Conservation Act (EPCA) prescribes energy conservation standards for various consumer products and commercial and industrial equipment, including residential clothes dryers and room air conditioners. EPCA also requires the U.S. Department of Energy (DOE) to determine if amended standards for these products are technologically feasible and economically justified, and would save a significant amount of energy. In this direct final rule, DOE adopts amended energy conservation standards for residential clothes dryers and room air conditioners. A notice of proposed rulemaking that proposes identical energy efficiency standards is published elsewhere in today's Federal Register. If DOE receives adverse comment and determines that such comment may provide a reasonable basis for withdrawing the direct final rule, this final rule will be withdrawn and DOE will proceed with the proposed rule. ;

ACTION: Notice of webinar and availability of preliminary technical support document


SUMMARY: The U.S. Department of Energy (DOE) will hold a webinar to discuss and receive comments on the preliminary analysis it has conducted for purposes of evaluating energy conservation standards for room air conditioners (ACs). The webinar will cover the analytical framework, models, and tools that DOE is using to evaluate potential standards for this product; the results of preliminary analyses performed by DOE for this product; the potential energy conservation standard levels derived from these analyses that DOE could consider for this product should it determine that proposed amendments are necessary; and any other issues relevant to the evaluation of energy conservation standards for room ACs. In addition, DOE encourages written comments on these subjects. To inform interested parties and to facilitate this process, DOE has prepared an agenda, a preliminary technical support document (TSD), and briefing materials, which are available on the DOE website at: https://www.regulations.gov/docket?D=EERE-2014-BT-STD-0059.


DATES: Meeting: DOE will hold a webinar on Wednesday, 5 August 2020 from 10:00 a.m. to 3:00 p.m. See section IV, "Public Participation," for webinar registration information, participant instructions, and information about the capabilities available to webinar participants. SUMMARY: The U.S. Department of Energy ("DOE") is reopening the public comment period for the preliminary analysis it has conducted for purposes of evaluating energy conservation standards for room air conditioners (ACs). DOE published the notice of webinar and availability of preliminary technical support document in the Federal Register on 17 June 2020, establishing a 60-day public comment period ending 17 August 2020. On 3 August 2020, DOE received a comment requesting extension of the comment period by 14 days. DOE is reopening the public comment period for submitting comments and data on the notice of webinar and availability of preliminary technical support document by 14 days, to 8 September 2020.

SUMMARY: The U.S. Department of Energy ("DOE" or "the Department") will hold a webinar to discuss and receive comments on the preliminary analysis it has conducted for purposes of evaluating energy conservation standards for consumer clothes dryers. The webinar will cover the analytical framework, models, and tools that DOE is using to evaluate potential standards for this product; the results of preliminary analyses performed by DOE for this product; the potential energy conservation standard levels derived from these analyses that DOE could consider for this product should it determine that proposed amendments are necessary; and any other issues relevant to the evaluation of energy conservation standards for consumer clothes dryers. In addition, DOE encourages written comments on these subjects. RESUMEN: El Departamento de Energía (DOE o "el Departamento") de los Estados Unidos celebrará un seminario web para examinar y recibir observaciones sobre el análisis preliminar realizado con el fin de evaluar las normas de ahorro de energía para las secadoras de ropa de uso personal. En el seminario web se abordará el marco analítico, los modelos y las herramientas que el DOE utiliza para evaluar las posibles normas aplicables a estos productos; el resultado de los análisis preliminares realizados por el DOE; los niveles que el DOE podría establecer en las normas de ahorro de energía, basándose en los resultados de estos análisis, de considerarse que las modificaciones propuestas son necesarias; y otras cuestiones pertinentes para la evaluación de las normas de ahorro de energía aplicables a las secadoras de ropa de uso personal. El DOE también invita a enviar observaciones por escrito sobre las cuestiones citadas. A fin de informar a las partes interesadas y facilitar el procedimiento, el DOE ha elaborado un orden del día para la reunión, un documento preliminar de apoyo técnico (TSD) y otras referencias informativas, disponibles en el sitio web del DOE: https://www1.eere.energy.gov/buildings/appliance_standards/standards.aspx?productid=50&action=viewlive.
FECHAS: Reunión: El DOE celebrará un seminario web el miércoles 26 de mayo de 2021 de 10.00 a 15.00 h. La sección IV del documento, "Public participation", contiene indicaciones sobre el registro y la participación en el seminario y las posibilidades que se ofrecen a los participantes.
Observaciones: La información y las observaciones por escrito deberán presentarse a más tardar el 6 de julio de 2021.
