This addendum concerns the notification of the Ministerial Decree No. 610 /2020 ( 4 pages, in Arabic) that gives the producers and importers a six-month transitional period to abide by the Egyptian Standard ES 5056-4 for "Refrigerating systems and heat pumps — Safety and environmental requirements — Part 4: Operation, maintenance, repair and recovery" (28 page(s), in Arabic)


It should be noted that the draft of this Egyptian standard was formerly notified in G/TBT/N/EGY/274 dated 5 October 2020.


Worth mentioning is that this standard is technically identical with ISO 5149-4:2014.


Producers and importers are kept informed of any amendments in the Egyptian standards through the publication of administrative orders in the official gazette.


Proposed date of adoption: 4 December 2020.


Proposed date of entry into force: 15 January 2021.

L'objet du présent addendum est d'annoncer la publication du Décret ministériel n° 610/2020 (4 pages, en arabe), qui accorde aux producteurs et aux importateurs une période de transition de six mois pour se mettre en conformité avec la Norme égyptienne ES 5056-4 "Systèmes frigorifiques et pompes à chaleur - Exigences de sécurité et d'environnement- Partie 4: Fonctionnement, maintenance, réparation et récupération" (28 pages, en arabe).
Il est à noter que cette norme égyptienne avait été notifiée à l'état de projet au moyen du document G/TBT/N/EGY/274 du 5 octobre 2020.
Il est également à noter que cette norme est techniquement identique à la norme ISO 5149-4:2014.
Les producteurs et importateurs sont informés de toute modification aux normes égyptiennes par la publication d'arrêtés administratifs dans le Journal officiel.

Date projetée pour l'entrée en vigueur: 15 janvier 2021.

Se presenta este addendum para señalar la publicación del Decreto Ministerial N° 610/2020 (documento en árabe, 4 páginas), que establece un período de transición de seis meses para que los productores y los importadores cumplan la Norma de Egipto ES 5056-4, "Sistemas de refrigeración y bombas de calor. Prescripciones de seguridad y ambientales. Parte 4: Funcionamiento, mantenimiento, reparación y recuperación" (documento en árabe, 28 páginas).
Se señala que el Proyecto de la Norma de Egipto en cuestión se había notificado anteriormente en el documento G/TBT/N/EGY/274, de 5 de octubre de 2020.
Se señala que la Norma notificada es idéntica en su contenido técnico a la Norma ISO 5149-4:2014.
Se informará a los productores e importadores de toda modificación de la Norma de Egipto mediante la publicación de órdenes administrativas en el boletín oficial.

6. Description of content

This part of this draft standard specifies requirements for safety and environmental aspects in relation to operation, maintenance and repair of refrigerating systems and the recovery, reuse and disposal of all types of refrigerant, refrigerant oil, heat transfer fluid, refrigerating system and part thereof.


These requirements are intended to minimize risks of injury to persons and damage to property and the environment resulting from improper handling of the refrigerants or from contaminants leading to system breakdown and resultant emission of the refrigerant.


Sub clauses 4.1.1, 4.1.2, 4.3, 5.1.1 to 5.1.4, 5.2, 5.3.1, 5.3.3 and 6.6 of this part of ES 5056-4 are not applicable to unitary systems having a power cord, being factory sealed, and in conformance with IEC 60335 series.

La partie notifiée de la présente norme spécifie les exigences relatives aux aspects de sécurité et d'environnement relatives au fonctionnement, à la maintenance et à la réparation des systèmes frigorifiques et à la récupération, la réutilisation et la mise au rebut de tous les types de fluides frigorigènes, d'huiles frigorigènes, de fluides caloporteurs, de systèmes frigorifiques et de parties de ceux-ci.
Ces exigences sont destinées à réduire au minimum les risques de blessures pour les personnes et de dommages aux biens et à l'environnement résultant d'une mauvaise manipulation des fluides frigorigènes ou de polluants entraînant une panne du système et l'émission consécutive de fluide frigorigène.
Les paragraphes 4.1.1, 4.1.2, 4.3, 5.1.1 à 5.1.4, 5.2, 5.3.1, 5.3.3 et 6.6 de la présente partie de la norme ES 5056 ne sont pas applicables aux systèmes autonomes ayant un cordon d'alimentation, scellés en usine, et conformes à la série de normes IEC 60335.
Il est à noter que ce projet de norme est techniquement identique à la norme ISO 5149-4:2014.
En esta parte del Proyecto de Norma notificado se establecen las prescripciones en materia de seguridad y protección del medio ambiente en relación con el funcionamiento, mantenimiento y reparación de los sistemas de refrigeración, y la recuperación, reutilización y eliminación de todo tipo de refrigerantes, aceites refrigerantes, líquidos de transmisión de calor, sistemas de refrigeración y sus componentes.
La finalidad de estas prescripciones es minimizar los riesgos de lesiones a las personas y de daños a los bienes y al medio ambiente causados por una manipulación inadecuada de los refrigerantes o por los contaminantes, que dan lugar a averías en los sistemas y, a su vez, a emisiones de refrigerantes.
Los apartados 4.1.1, 4.1.2, 4.3, 5.1.1 a 5.1.4, 5.2, 5.3.1, 5.3.3 y 6.6 de la parte ES 5056-4 no son aplicables a los sistemas unitarios que dispongan de cable de alimentación, estén sellados en fábrica y sean conformes con la serie de Normas IEC 60335.
Cabe mencionar que el Proyecto de Norma notificado es idéntico en su contenido técnico a la Norma ISO 5149-4:2014.
