This addendum concerns the notification of the Ministerial Decree No. 609 /2020 (3 pages, in Arabic) that gives the producers and importers a six-month transitional period to abide by the Egyptian Standard ES 3123-3 "Safety of toys - Part 3: Migration of certain elements" (64 pages, in English).


It should be noted that the Ministerial Decree 171/2020 (2 pages, in Arabic) which was formerly notified in G/TBT/N/EGY/16/Add.3 dated 3 June 2020, mandated among others the earlier version of this Egyptian standard.


Worth mentioning is that this standard adopts the technical content of EN 71-3:2019.


Producers and importers are kept informed of any amendments in the Egyptian standards through the publication of administrative orders in the official gazette.


Proposed date of adoption: 4 December 2020.


Proposed date of entry into force: 15 January 2021.

L'objet du présent addendum est d'annoncer la publication du Décret ministériel n° 609/2020 (3 pages, en arabe) qui accorde aux producteurs et aux importateurs une période de transition de six mois pour se mettre en conformité avec la Norme égyptienne ES 3123-3 "Sécurité des jouets - Partie 3: Migration de certains éléments" (64 pages, en anglais).
Il est à noter que le Décret ministériel n° 171/2020 (2 pages, en arabe), qui avait fait l'objet de la notification G/TBT/N/EGY/16/Add.3 du 3 juin 2020, prévoyait, entre autres, l'application obligatoire de l'édition précédente de cette norme égyptienne.
Il est également à noter que cette norme reprend le contenu technique de la norme EN 71-3:2019.
Les producteurs et importateurs sont informés de toute modification aux normes égyptiennes par la publication d'arrêtés administratifs dans le Journal officiel.

Se presenta este addendum para señalar la publicación del Decreto Ministerial N° 609/2020 (documento en árabe, 3 páginas), que establece un período de transición de seis meses para que los productores y los importadores cumplan la Norma de Egipto ES 3123-3, "Seguridad de los juguetes. Parte 3: Migración de determinados elementos" (documento en inglés, 64 páginas).
Se señala que el Decreto Ministerial N° 171/2020 (documento en árabe, 2 páginas), notificado anteriormente en el documento G/TBT/N/EGY/16/Add.3, de 3 de junio de 2020, establecía, entre otras cosas, la obligación de cumplir la versión anterior de la Norma de Egipto notificada.
Se señala que la Norma notificada adopta el contenido técnico de la Norma EN 71-3:2019.
Se informará a los productores e importadores de toda modificación de la Norma de Egipto mediante la publicación de órdenes administrativas en el boletín oficial.

6. Description de la teneur

The toys must meet the safety aspects related to mechanical and physical properties, flammability and migration of certain elements. ;
Part 1: specifies requirements and test methods for the mechanical and physical properties of toys ;
Part 2 covers the flammable materials which are prohibited in all toys and the requirements concerning flammability of certain toys when exposed to fire. ;
Part 3 specifies requirements and test methods for the migration of the elements antimony, arsenic, barium, cadmium, chromium, lead, mercury and selenium from toy materials and from parts of toys ;
These standards are mandatory and comply with EN These standards are mandatory and comply with EN 71-1,2,3 ;
Les jouets doivent être conformes en ce qui concerne les aspects de sécurité relatifs aux propriétés mécaniques et physiques, l'inflammabilité et la migration de certains éléments. La Partie 1 définit les exigences et les méthodes d'essai en rapport avec les propriétés mécaniques et physiques des jouets. La Partie 2 couvre les matières inflammables interdites dans tous les jouets et les exigences relatives à l'inflammabilité de certains jouets en cas d'exposition au feu. La Partie 3 définit les exigences et les méthodes d'essai en rapport avec la migration, à partir de matières utilisées dans les jouets et de parties de jouets, des éléments antimoine, arsenic, baryum, cadmium, chrome, plomb, mercure et sélénium. Ces normes sont obligatoires et sont en conformité avec la norme EN pertinente (EN 71, Parties 1, 2 et 3).
Los juguetes se ajustarán a aspectos de seguridad relacionados con las propiedades mecánicas y físicas, la inflamabilidad y la migración de determinados elementos. La Parte 1 especifica las prescripciones y los métodos de prueba de las propiedades mecánicas y físicas de los juguetes; La Parte 2 abarca los materiales inflamables cuyo uso en los juguetes está prohibido y las disposiciones relativas a la inflamabilidad de determinados juguetes cuando se expongan al fuego; La Parte 3 especifica las prescripciones y los métodos de prueba para determinar la migración de uno a otro componente de un juguete de los siguientes elementos: antimonio, arsénico, bario, cadmio, cromo, plomo, mercurio y selenio. Las normas notificadas, de carácter obligatorio, coinciden con la norma europea UNE EN 71, Partes 1, 2 y 3.

This addendum concerns the amendment of  Egyptian Standard ES 3123-2  for "Safety of Toys P2: Flammability" which was formerly mandated by Ministerial Decree No.506/2010 and Egyptian Standard ES 3123-3 for "Safety of Toys P 3: Migration of Certain Elements" (52 pages, in Arabic) already mandated by Ministerial Decree No. 758/2010.

The producers and importers must comply with the requirements prescribed in the Egyptian Standard ES 3123-2 and ES 3123-3, which are in conformity with EN 71-2/2011 +A1/2014 and EN  71–3/2013 respectively.

ES 3123-2  for "Safety of Toys P2: Flammability", this Egyptian Standard specifies the categories of flammable materials which are prohibited in all toys, and requirements concerning flammability of certain toys when they are subjected to a small source of ignition.

ES 3123-3  for "Safety of Toys P 3: Migration of Certain Elements" specifies requirements and test methods for the migration of aluminium, antimony, arsenic, barium, boron, cadmium, chromium (III), chromium (VI), cobalt, copper, lead, manganese, mercury, nickel, selenium, strontium, tin, organic tin and zinc from toy materials and from parts of toys.
