In which it appears are products which may cause harm to the physical or mental health to the consumer due to the use of the product or by its condition or the product that is regularly used by the general public, where the prescribing of product label is beneficial to the consumer in order to be informed the essential facts about that product but such products are not manufactured for sale by factory under the law on factories. Therefore, in order to protect the consumer to be safe from the use of the products, it is expedient to prescribe the category of products being subject to a controlled label.

Remark: The Notification of the Committee on Labels which is issued under section 30 paragraph three of the Consumer Protection Act, B.E. 2522 (1979), as amended by the Consumer Protection Act (No. 2), B.E. 2541 (1998) which enforces prior this notification, shall apply only insofar as it is not a contrary to this notification.
