Implementing reforms to the National Industrial Chemicals Notification and Assessment Scheme (NICNAS) Consultation Paper 4 (October 2016) (54 pages in English)

The Consultation Paper outlines the overarching framework for the reform of industrial chemicals regulation in Australia. The reforms address the problems with the existing regulatory framework for the regulation of industrial chemicals, identified though the 2008 Productivity Commission Research Report on Chemicals and Plastics Regulation and the 2014 Department of Health review of the role of National Industrial Chemical Notification and Assessment Scheme within the broader institutional and regulatory framework for chemicals regulation.

If agreed by Government, the reforms will be given effect through changes to primary and delegated legislation.

The reforms aim to realign regulatory effort towards chemicals with a higher risk profile. Streamlining Australia's assessment processes for industrial chemicals will enable the assessment to be more proportionate to the risks likely to be posed by industrial chemicals, while also maintaining Australia’s robust health and safety standards, necessary to protect human health or safety, animal or plant life or health.

The reforms are consistent with Australia’s broader deregulation agenda.
